Darussalam menghentikan kurantin terhadap
penumpang-penumpang dan anakanak kapal pesawat
pada 5 Mei 2009 berikutan dengan ujian
pengesahan Influenza A (H1N1). Langkah-langkah
yang diambil oleh Kementerian Kesihatan adalah
selaras dengan Peraturan Kesihatan Antarabangsa
2005, Pertubuhan Kesihatan Sedunia dan Perintah
Penyakit Berjangkit Negara Brunei Darussalam
2003.
Pada 4 Mei 2009, 3 kes disyaki Influenza A
(H1N1) telah dikesan melalui prosedur
pemeriksaan kesihatan di Lapangan Terbang
Antarabangsa Brunei. Mereka ini adalah antara
175 penumpang dan 10 anak kapal pesawat sewa
khas yang tiba dari United Kingdom pada jam 4.00
petang. Seorang daripada tiga penumpang yang
disyaki, didapati menghidap demam panas serta
simptom respiratori yang memang dihidapi sebelum
berlepas ke Negara Brunei Darussalam. Dua orang
penumpang lain menghidapi simptom respiratori
dan didapati telah berkunjung ke negara Mexico
di mana tandatanda penyakit mereka mula muncul.
Sekembali ke United Kingdom, mereka tidak
menjalani ujian bagi Influenza A (H1N1).
Ketiga kes yang disyaki telah dibawa ke Hospital
RIPAS untuk menjalani pemeriksaan. Dalam tempoh
ujian dijalankan, penumpang-penumpang lain dan
anak-anak kapal berkenaan telah ditempatkan di
ruang menunggu khas di Lapangan Terbang
Antarabangsa Brunei. Hasil ujian awal bagi
Influenza A (H1N1) adalah negatif bagi ketiga
penumpang berkenaan. Oleh kerana faktor-faktor
risiko yang tinggi, Kementerian Kesihatan telah
mengambil keputusan untuk mengasingkan ketiga
penumpang tersebut di Hospital DPMMPMHAB, Tutong.
Manakala, penumpang-penumpang lain dan anak-anak
kapal berkenaan telah ditempatkan di satu
fasiliti kurantin yang dikhaskan pada tengah
malam.
Hasil ujian
pengesahan makmal bagi Influenza A (H1N1) pada
jam 3.00 petang 5 Mei 2009, menunjukkan
keputusan negatif bagi ketiga-tiga penumpang
berkenaan. Berikutan keputusan ujian tersebut,
Kementerian Kesihatan telah menghentikan
kurantin bagi semua penumpang dan anakanak kapal
berkenaan. Ketiga-tiga penumpang yang menerima
rawatan di Hospital DPMMPMHAB, Tutong juga
dikeluarkan dari hospital.
Prosedur bagi
penumpang-penumpang yang tiba di Lapangan Tebang
Antarabangsa Brunei dari negara-negara yang
terjejas ialah untuk menjalani saringan suhu
badan dan pengisian borang deklarasi kesihatan.
Selepas menjalani saringan dan jika tidak ada
yang menunjukkan demam panas, semua penumpang
akan dibenarkan untuk terus ke bahagian
Imigresen atau kawasan transit. Prosedur ini
akan mengambil masa lebih kurang 20 – 30 minit.
Walaubagaimanpun, jika ada penumpang yang
didapati menghidapi demam panas, simptom
respiratori dan pernah mengunjungi negara-negara
yang terjejas (atau berhubung rapat dengan
seorang yang disahkan menghidap Influenza A
(H1N1)), penumpang yang disyaki akan dibawa ke
Hospital RIPAS bagi pemeriksaan lanjut sementara
penumpang-penumpang lain akan dibawa ke ruang
menunggu khas di Lapangan Terbang untuk
mengelakkan dari berdekatan dengan
penumpang-penumpang lain yang baru tiba. Seluruh
prosedur dari ketibaan hingga keputusan ujian
awal pada lazimnya mengambil masa 5 - 7 jam.
Kementerian
Kesihatan menasihatkan orang ramai untuk
mengelakkan perjalanan ke negara-negara terjejas
dan menangguhkan perjalanan jika mereka sakit.
Kementerian Kesihatan merakamkan penghargaan
kepada penumpang-penumpang dan orang ramai atas
kerjasama dan kesabaran semasa menjalani
prosedur kesihatan demi untuk mempastikan
kesihatan dan kesejahteraan semua.

Brunei Darussalam
has lifted the quarantine on passengers and
cabin crew on the 5th May 2009 following
negative confirmatory tests for Influenza A
(H1N1). The measures taken are in line with the
International Health Regulations 2005 of the
World Health Organization (WHO) and Brunei
Darussalam’s Infectious Disease Order 2003.
On the 4th May 2009, 3 cases of suspected
Influenza A (H1N1) were picked up through the
health screening procedures at the Brunei
International Airport. These 3 passengers were
amongst 175 passengers and 10 crew members on a
charter flight which arrived at 1600 hours from
the United Kingdom. Of these 3 passengers, one
has high fever associated with respiratory
symptoms which he had prior to departure. The
other 2 passengers had recent respiratory
symptoms, history of travel to Mexico where the
symptoms started and was not tested for
Influenza H1N1 on their return to the United
Kingdom.
The 3 cases of suspected passengers
were then taken to RIPAS Hospital for
investigations. While waiting for the results of
the investigations, the other passengers and
crews were asked to remain in dedicated lounges
at the airport. Initial rapid antigen test for
Influenza was negative for all 3 passengers.
However, because of strong risk factors, the
Ministry of Health made a consensus decision to
isolate these 3 passengers at DPMMPMHAMB
Hospital in Tutong and the rest of the
passengers and crew members were taken to a
designated quarantine facility at about
midnight.
Further confirmatory tests RT-PCR for
Influenza A (H1N1) done on the 5th May 2009 and
found to be negative for all 3 passengers at
about 1500 hours. Subsequent to these results,
the Ministry of Health immediately lifted the
quarantine for the remaining passengers and crew
members and the patients treated in DPMMPMHAMB
Hospital were discharged.
The procedure for arrivals from affected
countries at the Brunei International Airport is
to screen all passengers for body temperature as
well as their health declaration forms. Once all
passengers are screened, and if none of the
passengers is found to be ill, all the
passengers are then allowed to proceed to the
Immigration or transit area. This procedure will
take approximately 20 – 30 minutes.
However, if any of the passengers is found to
have fever, respiratory symptoms and history of
travel to an affected area (or in close contact
with a person confirmed with Influenza A
(H1N1)), then the suspected passenger will be
taken to RIPAS Hospital for further
investigations while the remaining passengers
will be asked to remain in a dedicated lounge at
the airport to prevent contact with other
arriving passengers. This whole procedure from
arrival and until the result of the initial
rapid antigen test becomes available is usually
5 to 7 hours.
Once again, the Ministry of Health advises
people to postpone unnecessary travel to
affected countries and travelers to postpone
their trip if they are unwell. The Ministry of
Health also takes this opportunity to thank
passengers and the general public for their
patience while these health procedures are
carried out to ensure health and wellbeing of
everyone.
