Deputy Permanent Secretary (Professional)

Appointed as Deputy Permanent Secretary (Professional) since January 2016, she is a practicing Consultant Primary Health Care Physician in Ministry of Health. Before the appointment, she was the Director of Health Services in Ministry of Health and Dean of the Pengiran Anak Puteri Rashidah Sa’adatul Bolkiah Institute of Health Sciences, Universiti Brunei Darussalam. She graduated from Glasgow University, United Kingdom in 1994 and completed her General Practice specialty training in Glasgow before returning back to Brunei Darussalam. She obtained her MRCGP (Membership of Royal College of General Practitioners) and later awarded FRCGP (Fellowship of Royal College of General Practitioners) in United Kingdom. She was awarded the President’s International Medal from Royal College of General Practitioners, United Kingdom in 2013 as only the 3rd recipient of this prestigious award for meritorious commitment and services to the development of general practice in the recipient’s country. Datin Paduka Dr Maslina played an essential role in the change of delivery of primary health care services in Brunei Darussalam. Primary health care services were decentralized from the hospitals to various health centres in the community and also involve in setting up the first structured family medicine/primary health care training programme in Brunei Darussalam, later known as MSc in Primary Health Care. She is instrumental to the introduction of MRCGP [International] examinations in this region where Universiti Brunei Darussalam became the second site globally as host examining body for this examination. Under her leadership, Ministry of Health embarked on National Cervical Cancer Prevention and Control Programme where several activities were included such as setting up the first in the region a Pap test registry with call and recall system and implementing the HPV vaccination programme.
